With concern for people and his country and with his sustained efforts, while in Singapore, Joe was able to open avenues for the education of Papua New Guineans in Singapore. Back in PNG. Joe adorned coveted positions in the Department of National Planning culminating in his own appointment as CEO of Motor Vehicles Insurance Ltd., a public enterprise, and Charman of the National Road Safety Council Board.

The book also provides suggestions to improve governance and should be useful for the country's planners.
